The Centre for Educational Research, Evaluation and Development (CERED) was formally known as Centre for Research on Improving the Quality of Primary Education in Ghana (CRIQPEG). It is the main research centre of the College of Education Studies in the University of Cape Coast. The centre was established in 1992 through the partnership between the Institute for International Research (IIR) [now the American Institute for Research (AIR)] and the then Faculty of Education, University of Cape Coast in 1991 for a United States Agency for International Development (USAID) research project. The project, Primary Education Program (PREP), was launched in July 1991. It was intended to strengthen the policy and institutional framework required to ensure a quality, effective, equitable and financially sustainable primary education system in Ghana by the year 2000. The centre was therefore mandated to carry out school/classroom-based research for the purpose of improving the quality of education at the primary school level, as well as demonstrate the process by which research findings could be integrated into the Ghanaian education system. Subsequently, the University of Cape Coast mandated the centre to be its research hub for conducting research into quality primary education in Ghana.
The Ghanaian system of education has seen a number of changes, which have had implications for repositioning CRIQPEG as a research centre of the Faculty of Education. The most significant of these is the change in the structure of first cycle education from six years of formal primary education at two levels (lower and upper primary) to nine years of basic education at three levels (early childhood, upper primary and junior high school). The current system of basic education therefore includes both primary and lower secondary. Arguably, primary teacher training is different from that of secondary, and therefore associated issues for investigation may differ. These issues made it necessary for CRIQPEG’s position as a research centre of the Faculty to be reviewed to make it relevant for the current system of first cycle education, and also its scope to be broadened to incorporate issues at all levels of education, as the Faculty of Education trains teachers for all the levels of education in Ghana.
  • The Centre was rebranded in the year 2013 to enable it become more functional in carrying out an expanded role, which includes:
  • conducting educational research at all levels of education;
  • building the professional capacities of researchers;
  • conducting monitoring and evaluation of educational projects and
  • building human capital  in the monitoring and evaluation of educational projects and programmes.

The centre uses its expertise in research, monitoring and evaluation to inform educational policy and practice.
